They are losing a lot of troops and for sure the Rus ppl are suffering also. But is it bad strategy? In the mind of a barbarian, or a psychopath being purely logical, people are cheap weapons that are also cheap to replace. The ppl are considered somewhat as like 'property' to the gov and that they owe their life to the state, a summarization. Israel spends billions just on max survive-ability. Troop body armor, special escape hatches in vehicles, etc. Different Values.
