Not good, this will encourage idlers who only train and do not fight daily. People with lvl 50 and 3000 strenght. The Ideea is to be active daily. And damage formula is based on lvl too. This will make you unfit for real battles where country needs you. My 0.02c

@ValyR U cant go for the rewards and stay same level forever. With this u will just stay little bit longer in lower devisions and got chances to get some rewards.
